This marks yet another cardinal national assignment.
The procurement cycle has a number of disruptions that may emerge, posing as risks and these are imminent at every stage. Hence, it has become a demand that modern day procurement personnel stay abreast and well articulate with the risks persistent of the field, even more on how to circumvent them. This requisite skill grows more importantly for the workforce whose office is to audit the latter. Therefore, to ensure efficiency to this cause, CPC was tasked by the Office of the Auditor General, using the guidelines of the Public Procurement and Disposal of Assets (PPDPA) Act and other relevant Statutory Instruments and Regulations to come up with a procurement audit manual. The manual may be referred to as the procurement audit bible, as it gives guidance on every step necessary to achieve the relevant objectives of the OAG.
A competency framework for the procurement audit function and a skills-gap analysis was also conducted while directly proportionately coming up with comprehensive competency-based training modules. In this regard, to duly equip OAG with the appropriate knowledge and skills to audit the full procurement cycle and train internal trainers to then impart the knowledge within the institution over time, 135 audit staff including managers and 30 champions were successfully trained, respectively.
The project remains a landmark achievement for CPC and we reckon our involvement in such an assignment of great magnitude, not solely does it benefit the OAG in particular but feeds into the whole economy of Zimbabwe giving Value for Money (VFM) Procurement.
